Help with balancing

I want to remove all the unduplicated files from Drive H.  I set the Drive usage limiter setting as seen in the picture.  Pool shows new unduplicated files limit as 0%.  But as you can see, it is not moving the unduplicated files out of the drive. What am I missing?  Windows 10x64 2.2.0.651
